The process of reform encompassed land reform, which is still going on, privatization of property of previous agricultural enterprises, formation of new economy subjects, and constantly changing income regulation of production of agriculture, farmers and companies, and changed international trade conditions and forms of agricultural and food products. The article deals with the legal base of process of transformation of agrarian sector, its course and factors and the role of international institutions, inner interest groups and political elite is revealed. When Lithuania became a member of EU, the possibilities of independent decisions while carrying out independent national agrarian policy and especially while regulating foreign trade is diminishing.
