Abstract
Atviri duomenys – šiais laikais yra brangiai įkainojama informacija, kuri gali sukurti ekonominę, socialinę pridėtines naudas. Viešajame sektoriuje dauguma institucijų, įstaigų, organizacijų savo ruožtu kaupia ir saugo, o vėliau panaudoja ir teikia viešojo sektoriaus informaciją daugelyje pasirinktų sričių. Valstybės kaupiamų duomenų atvėrimas piliečiams savo ruožtu didina valdžios skaidrumą, atskaitomybę, tai skatina piliečių viešąjį dalyvavimą. Atviros valdžios iniciatyvos skatina ekonomikos augimą, inovacijų plėtrą, skatina kurti verslą. Atvirų duomenų principų plėtra Lietuvoje yra svarbus ir naudingas procesas, kuris įvardijamas kaip viešojo ir privataus sektoriaus partnerystė. Lietuva užima 24 vietą iš Europos Sąjungos šalių, duomenų atvėrimo brandos lygis dažniausiai pasitaikantis 1 iš galimų 5. Viena pagrindinių, egzistuojančių problemų, dėl ko nepavyksta pagerinti atvirų duomenų principų plėtros Lietuvoje - nėra sukurtos bendros ir nuoseklios valstybės politikos, teisinės bazės, ypatingai trūksta kompetencijos viešajame sektoriuje. Ne kiekvienu atveju yra suvokiama ir pritariama, kad atvirieji duomenys yra vertingi ir tarnauja piliečiams.
Darbo tikslas - įvertinti Europos Sąjungos poveikį atvirų duomenų principų plėtrai Lietuvoje, nustatant atvirų duomenų aktualumą visuomenei ir įvertinant duomenų prieinamumo galimybes.
Magistro darbe analizuojamas atvirų duomenų principų plėtros įgyvendinimas Lietuvoje - pasitelkiant atviros valdžios teoriją, Lietuvos ir Europos Sąjungos teisės aktus, statistinius duomenis, politines įžvalgas. Vykdant kokybinį tyrimą pagal išsikeltus 4 tyrimo uždavinius apžvelgiama ir įvardijama dabartinė susiklosčiusi atvirų duomenų situacija Lietuvoje, pagrindinės problemos, Europos Sąjungos įtaka atvirų duomenų principų plėtrai.
Tyrimo rezultatai leidžia teigti, jog Lietuvos atvirų duomenų strategijos nėra bendros ir vieningos, tačiau situacija pasikeistų į gerąją pusę, jeigu Lietuva turėtų aiškią atvirų duomenų sistemos viziją, platformą, kuri įgalintų atvirų duomenų geresnį prieinamumą. Susijusių šalių potencialas, kuriant ir įgyvendinant atvirų duomenų politiką Lietuvoje yra nepakankamai išnaudojamas. Įstaigos nepasirengusios atverti duomenis dėl neišsamių metodinių reikalavimų, kadangi nėra griežto reglamentavimo. Nėra aukščiausio lygio vadovybės įsipareigojimų atvirų principų ir prioritetų atžvilgiu.
Lietuvoje nevyksta intensyvūs veiksmai su atvirais duomenimis, dėl šių priežasčių nekyla ir klausimų dėl tolimesnio duomenų plėtojimo, nėra poreikio gerosioms praktikoms.

Nowadays open data are regarded as expensively priced information that can create economic and social value-added benefits. Within the public sector the majority of institutions, establishments and organizations in turn accumulate and store, and later use and provide public sector information in many selected areas. When data accumulated by the state are made open for citizens, this in turn increases the transparency and accountability of government, and stimulates the public participation of citizens. Open government initiatives promote economic growth and innovative development, and encourage business creation. The expansion of open data principles in Lithuania is an important and beneficial process that is referred to as a partnership between the public and private sectors. Lithuania takes 24th place among the countries of the European Union and the level of the maturity of open data is the most common one, i.e. 1 out of 5 possible options. One of the main existing problems why one fails to improve the expansion of open data principles in Lithuania involves the absence of the formation of a single and consistent state policy and a legal framework, especially the lack of competence in the public sector. Not in each and every case one realizes and agrees that open data are valuable and serve citizens.
The objective of the thesis is to evaluate the impact of the European Union on the expansion of open data principles in Lithuania by establishing the relevance of open data to society and assessing the possibilities of data accessibility. The master’s thesis analyzes the implementation of the expansion of open data principles in Lithuania by incorporating the theory of open government, the legal acts of the Republic of Lithuania and the European Union, statistical data and political insights. Performing qualitative research according to 4 formulated study tasks, the author reviews and refers to the current open data situation in Lithuania and basic issues, and the influence of the European Union on the expansion of open data principles. Research results allow maintaining that Lithuanian open data strategies are not single and unified, however, the situation would change for the better if Lithuania had a clear vision of the open data system and a platform enabling a better access to open data. When creating and implementing open data policies in Lithuania, the potential of related parties is not exploited sufficiently. Establishments are not prepared to make data open due to the absence of thorough methodical requirements and strict regulation. There is a lack of responsibilities on the side of the highest-level leadership in terms of open data principles and priorities. In Lithuania there are no intense actions with open data and, as a result, there are no questions regarding further data development and there is no need for good practices.
